In the case of Honduras, the government was formed by 7 parties, one of which was the Alcaldia Mayor of Tegucigalpa, annexed to the Intendancy of Comayagua, without much success. This is reflected in the reconquest of its autonomy in 1812, and the other measure taken in the framework of the reforms is the annexation of the Corregimiento de Tencoa, to whom the Mayor Ramon Anguiano pays so much attention founding a new town: Santa Barbara, which the Intendant himself intended to be the future capital of Honduras because of its easier communication with the Atlantic ports, its proximity to the large tobacco plantations in the plains of Santa Rosa and its proximity to the capital of the Kingdom of Guatemala.
From the beginning of the creation of the intendancies, Comayagua paid more attention to its military system, its purpose was to defend the North coast from English penetration, and this purpose is reflected in the economic and logistical support for the consolidation in the construction of the Fortress of San Fernando in Omoa.
