The Constitution of the Federal Republic of Central America, adopted on November 22, 1824, is considered the starting point of Honduran Public Law. Article 50 states that "the territory of the Republic is the same as the former Kingdom of Guatemala, with the exception, for now, of the Province of Chiapas".
Article 40 of the Constitution of Honduras, enacted on 11 December 1825, states that "its territory includes everything that corresponds and has always corresponded to the Bishopric of Honduras. A Law will define its limits and fix its Departments".
On June 28, 1825 the Constituent Assembly of Honduras gathered in Comayagua decreed the first territorial demarcation of our country, which is specified in the Decree that we transcribe integrated:
1º. The State is now divided into seven departments: Comayagua, Tegucigalpa, Gracias, Santa Barbara, Yoro, Olancho and Choluteca.
